Job Description

My client is a global leader in critical communications with a start-up culture and focus on engineering excellence. They deliver mission-critical wireless solutions and seek a proactive, detail-oriented Governance and PMO Manager to strengthen program delivery and ensure consistent, high-quality execution across projects.

Job Summary

The Governance and PMO Manager will establish and maintain governance standards, portfolio oversight, and delivery assurance across mission-critical programs. You’ll ensure projects align with strategic objectives, risks are managed, and reporting is clear and timely. Working with Program and Project Managers, senior stakeholders, and partners, you’ll embed best practices and drive continuous improvement.

Key Responsibilities

  • Develop and maintain governance frameworks and ensure compliance with internal and external standards.

  • Provide portfolio oversight, tracking progress, dependencies, risks, and resources.

  • Lead the PMO function, standardising tools, templates, and delivery practices.

  • Produce executive reports, dashboards, and risk registers to support decision-making.

  • Conduct project assurance activities including health checks and stage gate reviews.

  • Act as a liaison between delivery teams, leadership, and external stakeholders.

  • Drive process and tool improvements across methodologies and reporting systems.

  • Manage and optimise PM tools (e.g., JIRA, Confluence, MS Project).

Experience & Skills

  • 2+ years in PMO, governance, or program assurance within a technical or engineering environment.

  • Experience implementing governance frameworks in complex, multi-stakeholder settings.

  • Strong grasp of Agile, Waterfall, and Hybrid delivery methods.

  • Skilled in portfolio management and executive-level reporting.

  • Excellent organisational, analytical, and communication abilities.

Preferred Qualifications

  • PMO or project management certifications (P3O, MoP, PRINCE2, PMP).

  • Experience in mission-critical or regulated sectors (telecoms, government, defence).

Key Attributes

Methodical, detail-focused, and proactive. Strong communicator able to influence without authority and thrive in fast-paced, high-stakes environments.

Desirable

  • Experience supporting government or public sector programmes (e.g., Home Office, MOD).

  • Knowledge of critical communications technologies (TETRA, 4G/5G, PMR).

  • Willingness to travel occasionally for stakeholder meetings.

Prerequisites

  • Must hold a UK passport.

  • Must have or be eligible for SC (Security Check) clearance.
